I would concentrate my recipe around the malts as they are the bulk of the stuff. Call me simplistic but I would be looking at recipes for beer brewed in the region around both Munich and Vienna and take it from there, after all the malts were named such for a reason. When the malts are finished off concentrate the planned recipe around the hops.
