I used 40g of citra as an 80c steep along with 30g with 10 mins to go in the boil but there was nowhere near the amount of flavour that I was expecting. I did an all Citra brew ages ago but used us-05 and it really was tasty. Admittedly I did dry hop that one and not my most recent one :-(

Do you find it has a sort of heavy round indistinct hop flavor but none of the fresh hop zing?

I can't say it had a heavy hop flavour, I just know that it didn't have any of the citrus bite to it.
I won't be trying the beer properly until we get back from holiday 2 weeks on Sunday so it'll have been in keg for nearly 4 weeks so I'm hoping it'll have improved a bit [-o<
