IBU for a Larger

I am going to brew a Lager for the first time. However I am unsure how may IBU's to go for using Saaz hops

Brew length 28 Ltrs

4.5 Kg Lager Malt
250 Grams Munic Malt
250 Grams Carapils

and saaz hops.

It depends massively on what you mean by "lager". Take a look through the BJCP style guidelines and aim at one of those:

Looks something like a Bohemian Pilsner, You could try for around 30 - 35 hops if you like some bite. If it's for easy drinking, maybe 20 IBUs.

So, do you plan on doing a single or double decoction?
Drinking:Saison (in bottles), Belgian Dubbel (in bottles), Oud Bruin (in bottles), Olde Ale (in bottles),
Abbey Triple (in bottles), Munich Helles, Best Bitter (TT Landlord clone), English IPA
Conditioning: Traditional bock bier, CAP
Fermenting: Munich Dunkel
Next up: Bitter (London Pride like), ESB
So many beers to make, so little time (and cold storage space)

Neither, just a normal mash. I have English Larger Malt that quite well modified.
