Can you convert any recipe that for 23litres into a 5 litre batch

Yep, divide 5 by 23 to get a factor, and multiply that against the other ingredients values

It can be good (as a general principle) to work ingredients up into percentages and IBU contributions for hop additions then they;re easy to scale and also help you get more of a sense of what makes what happen in a recipe far more than fixed quantities do.

Or use an app of software and put it all in then change the volumes and have it do the maths for you.
