Summit would be OK for bittering as they are high alpha, maybe 30-40g assuming 23l brew and AA around 18%, if I've done my calcs right should give you 45-51 IBU's.
Don't know about galaxy I'm afraid as I haven't used them either. You could use the EKG instead.
I would hop at these rates:
60min - Summit
10 min - Cascade 10g
2 min - Cascade 10g
0 min - 50g Cascade
Dry hop with all the EKG and remaining Cascade. Should give you a good smack of hops. ;-)

Brewed this before Christmas and turned out very drinkable.
Deep golden colour, hoppy but not overly so with orange/grapefruit finish.
If I do this one again I'll probably lower the munich to 10% and up the pale to 85%

Pale Malt - 4250 grams - 80%
Munich Malt - 795 grams - 15%
Crystal Malt Pale - 265 grams - 5%

Magnum - 90 mins - 25 EBU
Cascade - 20 mins - 15 EBU
Citra - 10 mins - 6 EBU
Citra - Flame out/Steep - 25g

Final Volume: 25 Litres
Original Gravity: 1.051
Final Gravity: 1.012
Alcohol Content: 5% ABV
Mash Efficiency: 80 %
Bitterness: 46.25 EBU
Colour: 15 EBC
Yeast: US-05

Or you could do the ever reliable Hop Back Summer Lightning.

Pale Malt - 5110g

Challenger - 90mins - 34 EBU
Golding - 15mins - 6 EBU
Golding - Flame out - 30g

Brew length 25 litres
OG.1.049
FG. 1.011
ABV 5%
EBC 7
EBU 40
Yeast US-05
