session ipa?

Without starting a thread about what's in a name I've an idea forming that I'd like to run by you guys. It could be a session ipa, or a white ipa or an American white ale or something. Basically low abv and hoppy as hell.
The difficulty I believe is getting the hops in there with out the alcohol to carry the hops, and without the beer going vegetal.
So here is my plan, please let me know what you guys think.

Looking 3.5%
About 45-55 ibus

66.7% stout malt
16.7% wheat malt
16.7% oats (either the porridge type or oats with a bit less processing done, and a bit more fiber to them)

Mashing at 68.
Hopping wise
Columbus Fwh
folconers flight at 5 mins
And a massive ff dryhop. 2.5 grams per ltr

What sg should I aim for as I expect there to be a fair wack of unfermentables, expected abv?
I've even heard of low abv beers mashing in the low 70 's?
Any other thoughts?
And symour, look, oats!

Why not go big on the aroma but lay off the bitterness? If you want it to be balanced you're probably looking 30-35 IBUs. Nothing stopping you putting a shed load in at flame out and a heavy dry hop.

Also mash high and use some carapils.

At the end of the day though, the choice is yours.
