I have just checked mine and it is spot on 20 degrees with an ambient of zero. Can I suggest the OP checks his setup as there sounds something fundamental could be wrong. One easy mistake is the probe may be too close to the heater. I also put the probe as far from the heater as possible and submerse it in a 500ml bottle of water. This dampens the temperature fluctuations.
