Messing about with ptfe seems unreliable so the options seem to be
Use a nut
Solder a washer on
Get a bit of 3 - 4mm polypropylene drill a hole in it and run that up the elbow.
Attach the strainer with a good big glob of food grade silicone mastic.
That sort of silicone takes time to get to its final strength and hardness but it's strong.
A back nut top and bottom of the mesh or false bottom is the easy and cheap option.

Re: Washer sizing
your missing the point, or i failed to make it.. the ptfe is just to lube the threading of a snug fitting washer up the tapered thread and avoid the SS cold welding (edit as its easier to screw the washer up unevenly than it is perfectly perpendicular to the fitting so it presents a sealing face)
the point is to select a ss washer which has a slightly smaller id than optimum for usual use, my ebay history doesn't go back that far so i cant provide links to the sellers who sold me SS M20 washers in iirc B and D profiles which were not made to the tightest tolerances, when building my bigger brewery i relied on m20 washers sitting snugly on the lip/hex of the 1/2" bsp hex nipples i used to breach m20 holes in my pots, out of a bag of 10x 4-6 would usually be a good fit for the job with at least 3 or so either too small or big with respect to the ID.
if you dont want to take a punt on dodgy sized m2o washers buy some m19 instead and sit down with a file for an evening or two and whittle out whats not needed..
edit this approach also requires a Tapered thread on the fitting end on which the washer is to be fixed, it wont work on a parallel thread
