Pressure release rubber ontop of another rubber?

Got a problem with my s30 valve pressure release rubber leaking. Tried all sorts to stop it but it's still leaking and not due to over pressure.
I've just put another new rubber ontop of the existing one and this has stopped the leak.

My question is will the release rubber still work?
I didn't want to take off the old one as I'd loose all the pressure before I had chance to get the new one on there.
I'm hoping that if the keg gets too much pressure the rubber will still release the pressure even though there's one ontop of the other now.
Thoughts?

Yes, some pressure release seals I've bought in recent times have had limited life.

I suspect it is possible to pull down the stretched band on the side opposite the port, to be cut and then pulled free without much gas loss.
Without patience, life becomes difficult and the sooner it's finished, the better.

What tool do people use to put the rubbers on the s30 valve?
I managed to force one on but wasted a few in the process and the one I forced on is all out of shape.
