Transparent film in bottles

I bottle my beers and when I crack open a pint I'll usually wash out the bottle thrice, using a bottle brush the final time. Occasionally, when I sterilise the bottles with Bruclens or Ritchies Steriliser & Cleaner I notice a faint transparent film will peel away from the inside of the bottle and float in the solution. What is this?
