I do something very similar. I wash 20 bottles at a time with a soda crystal solution and a bottle brush, I rinse and leave to drain on a bottle tree. After a day or so, they're usually dry.
If there is any residual condensation in any bottles after this I rest them on top of a warm radiator for 10 mins until they're dry as a bone! I then cap them with those very same plastic reseals to keep the dust out.
When it comes to bottling a brew I remove the plastic reseal, completely submerge the bottles two at a time in a bucket of StarSan solution (I keep 10 litres as a stock), drain and fill from the FV with my little bottler.
I find doing 20 bottles at a time takes the pain out of it and I always have 3 or 4 crates of clean,dry,capped bottles ready to go at a moments notice.
