Help with an IPA please.

Hi guys. Got myself into an IPA 'brewoff' with two other brewers. So naturally i need to make a formidable beer that will blow them away.
Now i'm thinking at the moment

90% Maris Otter
5% Crystal
5% Torrified

Aiming for around 1.040 - 1.042 (i'll work that out later)

I want to use Cascade for my flavour/aroma. Any suggestions for the full boil hops? And the IBU i was thinking around 35-38?

Also yeast. Didnt know whether to go with the WLP English Ale yeast i have in the fridge.

Should have said - I have Bobek, willamette, Goldings, Fuggles, Challenger, Chinook, BramX.

I think 1.042 is kind of low for an IPA. I go at least 1.065. The grain bill looks good.
Chinook would probably be your best bet for hopping although I'd go a bit higher on IBUs also.
That yeast would work: I prefer a yeast that finishes a bit dryer.
All my personal preferences, brew it how you want.
I'm just here for the beer.
