poor efficiency how much DME?

Hi all,
Tried making my first lager yesterday. Not sure where things went wrong. Aimed for 25 lts final volume ended up with 30 Litres in fermenter. Could be that I realised I couldn't use my mash tun so went BIAB. The issue is the SG is now 1.035 or there about and I was aiming for at least 1.040.

I'm thinking of putting in 1kg of DME. What's the best way of adding it? Boiled in a litre of water to dissolve and sterilise, or just chuck it in the fermenter?

You don’t have to sterilise it, just throw it in.

In fairness, if it's straight from an unopened pack it should be sterile, though I would still probably boil it up in some water (but I'm paranoid about infections).

After brewing countless kits with DME, boiling is a waste of time and energy IMO.

Nobody on the Ditch’s stout thread seems to have any bother?

I wa hoping for a lager of 4% abv. The sg would at best give 3% abv. Not a problem if it was only me drinking it. But I was making b this for an upcoming party.
I put the dme in dry. Which I regret as it all lumped up and may not have fully dissolved. Which is why I was thinking of dissolving it in some water.
