There's some discussion
here. The general idea is that you get a better release of the oils than from using whole hops.
There have been some favourable reports so far. Works about the same as pellets.....

I've found directly dry hopping with pellets and then crash cooling, has given me the best results.
The fact that most of my hops are in leaf form, means that I'll be giving blitz dry hopping a go on my next brew.
