That seems quite a mixture of hops. Are you finishing up packs? Maybe you have very discerning taste buds
I don't think I'd like 15% amber (though I've never tried) but if this is similar to previous recipes you've liked then go for it!
I brew therefore I ... I .... forget

It depends what you're going for, but I agree that that might be too heavy on the Amber, unless you really like a biscuity flavour. Maybe reduce to the same amount as Crystal.
The Fuggles would most likely get lost in that mixture of hops as well. I'd use them as an aroma hop near the end of boil.
This thread is worth a read.

Hi smeggedup
On the grain, as suggested I would not use 15% amber as it will be too astringent. Limit amber to 150-200g to get a nice roast addition. However you might want to leave it out all together if you are going with the cascade as it doesn't really fit the style of an Americain pale ale. I would pick one or two types of hops and keep it simpler. You wont taste the saaz with a late cascade addition.
You need to think about what type of beer you want to brew and then use hops and malt appropriate to that style. I would recommend "brewing classic styles" by Jamil Zainasheff.

Unless there is a particular reason for your unusual hop schuidule, just use the target full boil and then all of the cascade late.

Software like beersmith will give you min/max recommended IBUs and EBCs for most beer styles.
You're doing fine IMO. Your beer will be great as it is but even greater with a few small tweaks picked up from chatting on here.

my tip, and I dont know much, keep it simple, you can always add different ingredients later, one bittering hop then the same or another late addition. that way if you make a mistake its much easier to pinpoint.
no palate, no patience.
Drinking - of course
