Probably a little cool in your cellar - three weeks at 21C is the optimum for speed carbonating bottles.
15C I'd expect the yeast to stay dormant. Try getting them up to at least 18, but if you can get to 20 it'll happen faster.
Ingredients: Water, Barley, Hops, Yeast, Seaweed, Blood, Sweat, The swim bladder of a sturgeon, My enemies tears, Scenes of mild peril, An otter's handbag and Riboflavin.
