As topic reads I am after a decent recipe for a good Chocolate Oatmeal Stout.
The recipe needs to be All Grain and use Leaf Hops and not pellets.
Size around 23L after boil.

As far as the recipe is concerned, hops are hops. 50g of whole hops are the same as 50g of pellets.

I'd go something like:
3500g pale malt
1000g flaked barley
400g choc malt
500g oatmeal
Target or challenger - 30g full boil
3500g pale malt

Have been given a recipe from a friend which is very similar to that Dave-o
I also had a feeling that pellets and leaf would be the same but I'm a vegetable gardener as well as a brewer so anything that isn't quite the "natural" form feels wrong to me

Would anyone use these oat or is it better to use a "more" expensive variety I can't see why but there may be a reason I am overlooking

Yes, but what I mean is that you can use any recipe. Whole hops and pellets are both 100% hops, so if you prefer whole hops you can use them even if the recipe specifies pellets. You can roast if you like. It will give more of a toasty flavour.

If the recipes says leaf hops and you use pellet hops you should use 20% less pellets in weight.
If the recipe says pellets and you use leaf hops you must use 20% more in weight.
This is because the manufacturing of these pellets create a better bittering (Alpha acid )extraction value.
When you boil the leaf hops you get around around 20% extraction of these alpha acids.
When you boil hop pellets you get around 30% extraction .
