Steeping hops for a summer beer.

Hi,
My next brew will be a summer beer(Burton Bridge). I've dry hopped in the past and that has worked out fine.
I'd like to add hop flavour at the beginning.Can i steep and add at the beginning? i think so but at what temp- 65oC maybe ?
What would be good for a Summer ale - Fuggles, Challenger or Goldings.
Gents - Your advice and thoughts would be appreciated.

Which of the hops is best for this type of ale.
Is there a danger of not steeping in enough water so that the full flavour won't come out. A kind of saturation point.
I thought i might take some pics to post of this one and i want to get it right.

Thanks Daab for the info packed answer. Just the ticket .
I think maybe half cascade/amarillo half goldings should give a real summery taste. Maybe i could bluff SWMBO with the grapefruit thing - One of my 5 a day - I think a pint at the Breakfast table might be pushing it though!!
