Decided to kick off my pride of yorkshire IPA last night & found myself questioning my basic understanding of kit brewing (it was late

Anyways because it's an IPA, the brew length is 20 litres (I assume

) i.e reduce the length, increase the stength. So I added the 2 cans of malt, topped off the two cans with boiling water (one steeped my hops/grain etc) i.e 2 litres of boiling water, which in my mind leaves 18 litres to top up. So on reaching my 18 litre target, my FV showed 22 litres, which I assume is because the extracts are 1 litre each.
So to conclude, does the brewing length (in my case 20 litres), include the extract (in my case 2 litres) or not ? Hopefully not, as my brew with have the charateristics of an IPA but the power of bitter
I know this is a basic question but from experiance, it's the basics that catch us out
