I spent six months working in the French Alps in 2007/08 and I took a liking to Hoegaarden (only decent beer you could get for a reasonable price) is there a kit that comes close to Hoegaarden or is there any way of recreating it with using a kit as a base ?

Go to the dark side - it's not that difficult
I was quite pleased with the one I did as all-grain - the half fermented with Safbrew S-33 was more like Hoegaarden (mostly malt and orange) than the half with WB-06 (cloves).
Did you look at this thread? There are both extract recipes and kits mentioned.

It's one of those beers you really do have to go all grain to get just right because of the unorthodox ingredients used (unmalted wheat, oats, spices).
The good news is you'll be able to brew just about any beer under the sun when you go AG. The equipment can be put together for £100 easily and will soon pay for itself. And the process is EASY. Only bother is it takes most of the day to brew and clean up.

If you brew a light ale kit such as Woodfordes great easter but make a litre of elderflower and cinamon tea in a cafetier (40g elderflowers and two cinamon sticks) you will get something that (and I'll be honest) is in the floral beer ball park and a good summer brew. But I will tell you now as other people have it won't be hoegarden, but it will have a decent floral and spice flavour.
