Limited availability of Ingredients & boil times

As a general rule I am only able to source Barley Malt Extract from local health food shops and the products are not specific to brewing (the cost of these products is relatively high compared to the UK). Do I need to make any adjustments to recipes?

I am also using hop pellets and am working on the basis that I only need around 80% of the amounts called for in UK recipes. Is this a safe assumption?

Lastly, I am working to a limited number of recipes - either Dave Line LME based (i.e. ESB / Light Ale variations) or general styles from Graham Wheeler. Dave Line's LME recipes call for a shorter boil time of between 35 and 45 mins plus additional 'sitting time' in the boiler (non power). My thought is, that the Dave Line brews would be more bitter if the boil continued for the longer period, which may call for fewer hops?

I'd appreciate any comments on these points.

Yes, I'd imagine you could cut the hops if boiling longer. Either way, the difference won't be huge so it shouldn't be a big worry. As for the hops, I've Googled quickly and it's come up as 90%. Again though, you won't notice a massive difference wither way. ;-)
