Recipe Build:Bullit Hoppy Stout

Thinking of a stout thats a hop shot to the tounge, Might be my first self designed beer very exciting anyone think a bullion bittering and citra aroma stout would work? ? any ideas on when hop additions should take place? Looking for some tips then i'll go away and try and make a recipe!!!

Or what about buillon bittering and a brewers gold hop burst ?

those would make a nice black IPA, I dont know how they would do in a stout though, It could overpower the roast malt aroma and flavour, kick its head in until its dead then jump up and down on its grave. I think Northdown with a touch of Chinook in a stout would be nice.
