From my brief reading the most successful aspect of Burton Bitter has been the high level of gypsum in the water. I have recently used WLP 0023 which is Burton ale yeast and I have been very happy with it. So I would say you couldn’t go far wrong using gypsum and WLP0023 with some East Kent Goldings and some Fuggles.

Hope this helps.

From my research, nearly all Burton Bitters contains around 7-8% Invert Syrup, but here's a nice, complex all-grain one:

Burton Bridge - Burton Festival Ale
OG: 1055
ABV: 5.5%
IBU: 25-30
Colour: clear dark amber
Grainbill: 94% Maris Otter, 5% Crystal Malt, 1% Chocolate Malt
Hops: 50% Target, 50% Challenger
