After brewing HOP HEAD and BLACK IPA I thought a lower IBU on BLACK IPA was due using CARAFA SPECIAL 3 using CASCADE HOPS as main bittering am not 100% on using both the other two hops.

I am planning on using it by cold steeping and adding it to the boil 15 minutes from the end or should I just add it to mash before sparging ?

Small amount of colour absorbed by mash but not likely to be noticeable.

Last month I brewed an American IPA. Once the fermentation was done I racked a gallon to a seperate carboy. I cold steeped 8 ounces of midnight wheat overnight in a quart of water. After boiling the midnight wheat extract for five minutes I added it to the gallon. I was very happy with the results.
I entered both in a home brew compitition: the black IPA scored 40.3 and the plain IPA scored only 34.3.
